According to his guilty plea, DiNoto was a longtime employee of Company 1, a family-owned global business headquartered in New York, but with manufacturing facilities located in Belcamp and Abingdon, Maryland, both in Harford County. Beginning in 2012, DiNoto and another employee, Elliott Kleinman, started taking advantage of their management positions at Company 1 to execute a fraudulent billing scheme.
