A U.S. Appeals upheld the conviction of an Israeli woman who led a global scheme that defrauded thousands of investors, including at least 3 in Maryland.  The Court said repayment is limited to American victims because the U.S. Code only criminalizes domestic wire fraud.  Source: Maryland The Daily Record
