The indictment alleges that a review and comparison by the NSA OIG in the fall of 2017 of the contractor’s program manager with the time billed for her work established that she was not present at her duty station 90% of the 2.603 hours she had recorded on her timesheets and that the contractor subsequently billed to NSA.
